NEW DELHI: The National Council for Educational Research and Training (NCERT) will soon be a ‘Deemed-to-be-University’ in the De Novo category.
A decision on this was taken Monday at the meeting of the Council’s Executive Committee chaired by the Union’s Education Minister, Dharmendra Pradhan.
de-Novo Dear University is an institution that can apply to the UGC for the establishment of a new institution considered to be a university that will conduct study and research in unique and emerging areas of knowledge not offered by an existing institution.
According to the agenda note of the meeting, the NCERT, as a top school education organization, undertakes various activities and programs, including educational research and innovation, curriculum development, textual and teaching material development.
The degree awarding bodies for the graduate and postgraduate programs offered by NCERT’s regional educational institutions are affiliated with the various State Universities and a Central University (NEHU).
“Currently, with its existing infrastructure and academic programs at Under-Graduate, Post-Graduate and Research levels, the NCERT functions on a par with the country’s university system.
Awarding NCERT’s Upcoming University status in the De Novo category will both facilitate and strengthen academic performance.
NCERT was established in 1961 under the Society Act by the Government of India to assist and advise the Government in the field of school education. It should be noted that in recent times the NCERT has made efforts to obtain the status of Institute of National Interest (INI). INI status for NCERT would have been unique as no school education institution has been awarded INI status. However, the proposal did not receive the approval of the union cabinet.
The detailed project argued for the presumed university status and noted that there is a scarcity of skilled professionals in curriculum development, school-based assessment, inclusive education, early childhood education, etc. in the country and that NCERT has the potential and expertise to prepare professionals for education in these and related fields through a variety of specially designed pre-service and in-service programs with multiplier effects.
The report states: “The status of Deemed to be University will strengthen NCERT’s efforts to advance educational research and innovation and collaborate with national and international agencies. It will further strengthen its role as a think tank and national resource institution engaged in providing technical support to the Government of India and various state governments in the fields of school education, vocational training, teacher training and educational technology.”
